Biography
Jacinto Nguema Owono Martinez currently serves as Deputy Director General of SONGAS GE, with more than 20 years of experience in the oil and gas industry. He holds a Master’s degree in Oil and Gas Administration and a double bachelor’s degree in Finance and Business Administration with a specialization in accounting from the University of La Roche.
He began his professional career in the oil and gas sector with Hess Corporation, where he held a variety of roles including Drilling Data Analyst, Data Management Supervisor, Office Manager, Government Relations Advisor, and Human Resources Manager in Guinea and Ghana. In his last role at Hess Corporation, he managed overall human resources operations and a team of professionals from the same department, both expatriates and local employees, supporting onshore and offshore oil and gas operations.
He also served as General Manager of PanAtlantic Oil & Gas EG Ltd and PanAtlantic Corisco Dept., where he provided daily operational oversight for both PanAtlantic affiliate companies in Equatorial Guinea. In this role, he was responsible for investor outreach, as well as organizing and convening shareholders’ meetings and technical meetings related to the development of oil blocks K, 8, among others, with the Ministry of Mines, Industry, Energy and other relevant business partners. He led negotiation meetings for new oil and gas production sharing agreements, developed new business opportunities, and negotiated new EPS contracts (agreements between the State and oil companies) with the Government of Equatorial Guinea, Côte d’Ivoire, and the National Oil Company. In addition, he oversaw corporate social responsibility and local content initiatives in the country.
He worked as Commercial Director of Segesa (National Electricity Company of Equatorial Guinea) and served as Project Manager of ITNHGE. Before his current position, he was Director General of National Content at the Ministry of Mines and Hydrocarbons and Permanent Secretary of the EITI Preparatory Group in Equatorial Guinea.
